Die BWI GmbH (im Folgenden "BWI") erwägt, einen Rahmenvertrag über die dauerhafte Nutzungsrechtsüberlassung (im Folgenden: "Lizenzkauf"), Softwarepflege (im Folgenden: "SW-Pflege") sowie Unterstützungsleistungen für systemnahe Anpassungen im Zusammenhang mit Release- und Changemanagement für die Software "FNT Command" für die Dokumentation der Datacenter und Flächen (Standorte bzw. Liegenschaft ohne Datacenter) der Bundeswehr (im Folgenden: "Bw") und der BWI im Wege eines offenen Verfahrens nach § 15 VgV abzuschließen.
