Die BWI GmbH (im Folgenden "BWI") erwägt, eine Rahmenvereinbarung mit einem einzigen Partner über die zeitlich befristete Überlassung von Lizenzen (Subskription inkl. Softwarepflege und Support) für eine SaaS-Lösung zum Thema IT-Research im Wege eines Verhandlungsverfahren mit Teilnahmewettbewerb (§ 11 Abs. 1 Satz 1 Alt. 2 VSVgV) zu vergeben. Der Vertrag wird mit einer Laufzeit von maximal 4 Jahren abgeschlossen.
